YouTube Question Hashtag Different??

Hi...i'm still confused about what is the different between hashtag in descriptions (its usually appears in upper side of our video title)
and hashtag in tag column (usually i put more than 10 hashtag at this section)
what is actually the different and function of this 2 section hashtag??

I put hashtags in Description only .
Tag Column I have never put and I have not seen So far in my tiny experience any hashtags in Tags .

Hashtags should be put at the bottom of your description. I've never seen any put hashtags in their tag column nor have I seen it benefit them.

First I apologize for posting incorrectly in a different forum room, and then i also asked the wrong question
What I mean is the difference between hashtags and tags, so what is the functions of this hashtags and tag?

You can put the hashtags in your description and people would be able to search you through it
