You either need 1000 subscribers and 4000 watch hours in 12 months period to be eligible for the Ads revenue or 1000 subscribers and 90 million shorts views in 90 days.

For the fan funding/Extended partner program, the subscribers' requirement is halves… 500 subscribers + 3 valid public uploads in 90 days and 3000 watch hours gained in 365 days or 3 million shorts views gained in 90 days.
