YouTube Help Locked out of my https://studio.youtube.com/ -please help

I have been using this same account for many years - 1 through my own I.P and a different one on a Local public wi-fi . Recently because of google/ youtube update services -tooo many - I got Locked out of my https://studio.youtube.com/ -editing my own videos . this is happening on my Own I.P only & found out if I go back to the Public wifi - youtube/google Lets me edit my videos - I find this very strange !!! & want to know if there is either a setting to Bypass these Ridiculous I.P dependent Restrictions ??? or do I have to get in contact with google/youtube directly ??
I have already left messages in youtube Feedback - & google community about this - but received No replies - Please if anyone here has either had this happen ?? or knows how to fix this problem . Please let me know here .

I forgot to mention - when I click on the studio Link - its asking me to "verify" myself - then when I click verify -it comes up with - can not verify you - this Does Not happen when I go through my Public wifi I.P - how to fix ??? it only started doing this recently.
