It depends. Frankly speaking there are certain strategies too for hashtags and small youtubers fall to achieve. Once you get the popularity, your hashtags will automatically work. I can suggest you one thing and i.e go on google trends and use those in hashtags, somewhere some will get clicked hopefully. Also use tubebuddy for your hashtags, they have the trending hashtags too.
