Looks like an attempt to seed his channel by taking content from other channels and creating a bunch of shorts. He has over 1800 videos. lol.. I'm guessing he is using some kind of automated tool to pull content from other channels and create videos and then automatically upload them to his channel. It's actually not a bad idea, but not sure it's worth the risk if you're trying to become a legit channel. I mean his channel could get taken down at any time for obvious reasons.

I don't understand what's so funny. Youtube does allow you to post clips of other videos as long as you post a link to their videos. There are Yotubers out there with hundreds of thousands of subscribers that do just that. Daily dose of internet is one of them. We should be encouraging other not putting them down.

You are misinformed. Just because it happens does not mean it is "allowed". One guy copied my entire video to his channel with good intentions. I tried to contact him and gave notice twice. But he never responded so I was forced to do a copyright strike on him because he would not respond. He later wrote to me that he didn't understand why I did the takedown. I explained to him if you truly want to help a creator, you point to the video, you don't lift the entire video and stick it on your channel. He later told me he removed all his videos (which were also copied from other creators). I think he understood he made a mistake.
Lots of channel owners are being rejected for monetization for the reason that people are misinformed. Anyone who wants monetization must create original work, otherwise it is a fruitless exercise of collecting vanity views and subscribers that go nowhere. YouTube DOES check your channel out when you apply for monetization. If you don't care about the risks of copyright strikes and never getting monetized, then you keep on going.
I will absolutely copyright strike anyone who lifts my entire video and puts it own their channel.

Do you really believe Youtube is not aware of the fact that all his videos are made from clips from other videos. I know of few dozen youtubers that do the exact same thing without getting their content removed.
Also, just to make it clear, You can only have so many copyright strikes before your account is suspended.

Yes, I did check out the channel in question PRIOR to responding. I read the fine print of DDOI's channel but I don't think most people do.

The majority of people trying to emulate DDOI are NOT getting permission and not paying the creator anything. They are simply helping themselves to the video without permission and without paying the creator. Giving attribution to a creator and getting permission are NOT the same things.
DDOI appears to solicit videos from voluntary submissions and licensing them from the creators themselves. He states he will pay creators for videos submitted to him. That implies a licensing agreement. And he is dealing with people of legal age. He is also avoiding people under 18 unless they have a parent SIGN for them. There is a careful business model behind DDOI if people read carefully.
I suspect many people trying to emulate DDOI have not made these important business and legal distinctions.
But if people want to blatantly copy other people's content without paying attention to the details and getting proper permission (not to be confused with attribution) or licensing, they can reap the consequences for doing so.
