In my limited experience, there is a bit of overlap to achieving browse and search traffic. Most videos I upload, I try to incorporate SEO elements for searchability but that doesn't drive my content. It is interesting to see what YT picks up to pick up and push outwards on browse. I am not exactly sure what I have done right except for a long while, browse was my leading source of traffic for many months. It was most certainly what was most responsible for my best-performing video to date.
In my mind, I don't shoot for SEO-friendly content only. I look for topics that might be interesting, informative, or educational to my viewers. Sometimes I bomb but sometimes I get pleasant surprises. I don't think there is a single factor that will get you on Browse. I just think about what might be helpful and interesting to real people. Derral Eves always reminds us to think of the people and viewer first, the rest comes from that. I've taken that to heart.
