it allow viewer to search the interesting part of the video that you might mention and also can be useful for those who watch halfway, close your videos because they are busy with something else and wanted to resume watching that part of the videos just so they don't get lost.

This has nothing to do with TubeBuddy and is a YouTube feature. You need to pause the video versus quitting the app or closing the browser to have it remember the place you stopped watching. Closing and moving to the proper forum.
