That is not uncommon... YouTube is a marathon not a race. It takes time. Until you reach the 100 video threshold I would almost not even bother looking at your sub count. There are simply far more important things to cover.
The first being a viewer-centric mindset. You are catering to the viewer; your thumbnails, titles and even the style, editing and approach that you take with your content and your presence on social media need to be engineered in a way that is palatable and easy-to-digest. You need to make things not only fun but pleasant and easy for the viewer.
A perfect example; you are more than welcome as a member here. I am trying to make you feel welcome in providing a warm and thought-out response to this post. But in posting it in Chinese instead of doing the legwork of translating it for the purposes of the native-language spoken here you are far less likely to find engagement here, and the performance of this thread is going to be far less than what it would have been had taken a moment to put in that little bit of extra work for the viewers of this post.
