For a video to be considered for the Shorts Shelf it Must:
1. Be less than 60 seconds.
2. Be vertical format (of any proportion).
3. Should have '#Shorts' in the Title or description
Following this will make the video automatically considered for the shelf. it's CTR and watch time will determine the amount of time that it stays on the shelf.
In order to enable the YouTube shorts option, all you've to do is make sure your videos are less than 1 minute and it's in 9:16 aspect ratio format. There's no such "option", all you've to do is just meet the said criteria and you will be good to go.
Please note that not all shorts go into the shelf so if they don't get many views that don't mean you're doing it any wrong.
I started my YouTube channel early this year and I have around 130 subscribers. I usually publish baking videos. I have been using the free version of TubeBuddy for a while now, and was wondering if the paid pro version is worth it. What do you guys think?

1 just make a video (vertical format)
2 upload it to your phone
3 go to upload shorts
4 upload it on youtube
5 fill title and disciption
6 it will make a shorts section at your youtube home page channel (www.youtube.com/{channel name})
eg www.youtube.com/counselorsconnect
