Not sure what you mean by "Who should you tag?" But... If you're talking about tagging other YouTubers... you should only do that if you reference them in your videos. Otherwise that can be considered "tag padding". You should tag words that are relevant to your video, and the content within. As an example... you don't want to tag your videos with "Mr Beast" if you are talking about outdoor adventure.

I think is important to use long tail keywords that are related to your videos.
