It is good to promote your video link to Personnel Facebook , Facebook pages or IG that is not about your content?

That is encouraged, you should be promoting your work outside YouTube. However, it is not encouraged for the sake of views, per say. Social Media is a means of marketing your work. It allows you to reach new audiences but more importantly it allows you to provide extra value for your existing audience. If you have an audience on social media it is because they enjoy whatever it is that you post about, so sharing your videos there should be a natural extension of this.
