You can use things like Pixabay and stuff, they have free footage, but you don't want to do a video that looks like everyone else using this "free legal footage". There are sites where you can get footage, paid sites, (Stock footage sites) but we don't use them as they are fairly expensive for our use and budget, and we don't use other 3rd party content very often.

Make sure you're clear with "FAIR USE", it's usage and context of use.

This is an extremely slippery slope, and you have to remember that Fair Use is different than copyright licenses on photos such as CC0 or CC-by-NA, etc. When you start using any persons content than your own, you want to be well aware of these things.
