The views of a livestream do count, as well as the watch time.
Keeping in mind, it isn't JUST watch time and subs that counts towards monetisation, it's also the consistency of "quality" of the channel it'self. But some people have had good success using live streams to build a community for more engagement, which YouTube always likes more than just watch time alone.

Livestreams help... but not necessarily in ways that you would think that they would. The views and watch time count towards your monetization, but you typically don't get many viewers in a livestream so those numbers can be pretty small when you are first starting.

The intangible variables that need to be considered however is the value you provide your audience via a more personal, more engaging experience. Being there to talk to people in the chat to help discuss whatever it is that they want to talk about provides immeasurable value. This is how you take a viewer and turn them into a fan. And a fan is going to watch far more videos in the future than the casual viewer.

If you are able to do so spending one hour per week livestreaming at a specific time gives your audience a set schedule to tune in to... and after dong so for a year you will see a very noticeable difference in the amount of people showing up as well as the amount of people viewing, commenting and liking your videos.
