YouTube Question Information about Copyright Claim

I have following questions to expect authentic Answers, please assist

1 .Does copyright claim comes only from YouTube itself or it may be come from entire Web ?
For Example - On YouTube , if some Youtuber uses some content (any short music, video clip, image)in his video on his Channel , which belongs to some other website or domain , can that domain holder or YouTube itself put any copyright claim on that video, although the original domain holder doesn't exist on YouTube

2. The second question, A copyright claim comes only when somebody own Content ID or it may be come without it ? Because in millions of Videos , how
its possible for somebody to trace his work on any video

Anyone on YouTube can file a copyright claim and YouTube actually provides tools to let any YouTuber find people violating their copyright:

Content ID claims are automated. They use machine learning to match these. My educated guess is it would take under a fraction of a second to identify a copyright issue in a few million videos.
