In general, it is a YouTube/ YouTube API thing. And to make it worse, it may often be a mobile/desktop thing. Typically, they come in sync over time. Sometimes in hours, sometimes in a day or so. It is almost always an issue with the YouTube side and their data feeds.

Thanks for letting us know. Does that issue with not counting Facebook likes have an impact on the algorithm, reducing how much the video is suggested to viewers or appears on search results?

Facebook has always suppressed YouTube in some way or another on Facebook. Soundless Zuck is trying to restrict it further. Hopefully there can be a work around
