how do you make a short on youtube on laptop? Does tubebuddy have this feature?

Make sure you create a video in the required dimensions, this is a big one. Less than 60 seconds long. One of my shorts was created on mobile but severely edited on Desktop before I submitted it.

TubeBuddy is more of an SEO tool. It does not make videos.
I use my regular video editing program. Make the vid under 1 minute. Make the vid square (shudder). And post it with #shorts in the title or description. The YT algorithm will recognize it as a short. (I have seen some that are not square, but YT recommends it for some sick reason ha ha)

A short made on laptop needs to follow the yt guidelines.
Also, Tubebuddy does not currently have this feature.
