So, I have several tags with 90 to 100/100 score, but there are still characters left in the tag field. So I try to fill it up with another tag, but I couldn't find any other excellent score, so I put a bad or poor tag just to fill up the space. Will this one poor/bad score tag affect overall youtube SEO ? Or do we have to only use tags with the best score ?

The tag being 'poor' is not going to have an effect on the performance of other tags. That having been said if the 'poor' tag is something completely off-topic it can confuse what the specific audience of the video should be (to a small extent). But that is the only way a poor tag will have any sort of 'negative' effect on your video.

It shouldn't harm. Depending the target keyword. Could you show a more specific example so we can help more :D
