If you mean on YouTube, you want to go to your video details, and scroll down below the description, hover over the first frame of the thumbnail if it's suggested, and you will probably have something that says upload, or change, that is where you upload your thumbnail. It USED to be over the main thumbnail it'self, but they moved it around last year when they changed the way uploads work.
