You definitely want the best you can get, and I know it can be a bit of a challenge to think of titles that are effective. Titles and descriptions are probably my weakest area which is where tubebuddy tutorials come into play. @Andrew has given a lot of insight into how to use the seo studio.

1. As a beginner you are going to want to take the approach of getting the best score possible. You can't always get an 'Excellent' keyword (though there are far more 'Excellent' keywords out there than people think). But you want the absolute best possible option at the beginning of your title. Go all in on that best option.
2. As you become more experienced and get a feeling for the keywords that work well for you the next step of the game will be experimentation; you will likely want to experiment with larger-volume keywords in order to branch out to bigger audiences. Keyword scores are the reflection of your video performance and therefore you are always capable of ranking for terms even if they are high competition. The key is of course creating a video that has a better performance than your competition. When you can look at your competition beforehand and see what needs to be done in order to rank for certain search queries, and when you can accomplish that task you will be able to put more competitive terms in your title.
Until then go with the highest scoring keyword available; it is the safe bet and the one most guaranteed to perform. This is critical early on as it breeds evergreen views.
Scores are good and all, but remember to think about it from your viewers' perspective. If you have two titles you are trying, and one is 95, the other is 94, but you firmly believe that the 94 is better for an actual person, go with your gut.
