Yep, Davinci Resolve is as close as you can get to being Premiere Pro, without the pricetag, and the free version is free.
just make sure you have a semi decent graphics card, 16gb of ram, and processor that isn't older than a few years old.
It won't work on my Surface Pro 4 which is about 4 years old, so if you're using an older laptop you might have trouble, but if you're using a desktop give it a shot. it's free anyway so if it DOESN'T work, you haven't lost anything.
