I use Canva. I can use it on the website on PC and then on mobile when I'm on the go. And it's free!

As long as you upload a high def photo, yes

Try and see if "photopea" will operate on your phone. It works well on desktop (it's actually a web browser based program that looks and acts a lot like photoshop) but it has some difficulty on safari on my iPad, so it may or may not work on your phone. worth a try.

Snapseed and Canva are fantastic, but can bit a little limited for anything beyond photo tuning and basic text editing.

I recommend to just stick to developing your thumbnails via a computer. Seems pretty complitated to do so on a phone. Plus, perhaps you might be limited to what image editing tools you can actually use.
