YouTube Question Not Monetized In Certain Countries

Annie Dube' mentioned in one of her videos that you can't get monetized in certain countries. She didn't say why. How come some countries don't allow that?

Adsense is not available in some countries due to somethings like local laws, such as tax law etc - makes it too hard or impossible for Google to offer Adsense to monetize.
The USA govt forbids US companies from doing business in some countries - it would be illegal for Google/YouTube to monetize in those countres.

I live in China and thereΓÇÖs definitely no monetization here, simply because as a lot of you guys would probably know YouTube is blocked here, unless a VPN is used.
