It's important to note that YouTube realizes people won't watch a whole video - people want to get to the content they are looking for. Chapters are searchable, so people could end up watching only 3 minutes of the chapter.
That is better than if they watch only 14 seconds from the start, and then move on because you are not getting to the point.
