yes there are someone else video but if i want to make video about top fails i will need some one else video. i make videos about every type just a new youtuber. you can call me danish

You can try. If you're adding commentary it SHOULD fall under fair use if you're not re-playing an entire video. Peopl talk over things all the time as reaction, but do it creatively in a way where it's actually transformative, otherwise you'll still risk content claims and possible strikes.
