hitting 1000 subscribers, so far is the only way. BUT I don't believe it's tied to monetisation, so even if you don't have x amount of watch time hours, you can still unlock community tab at 10000 subscribers.

Can confirm it is tied to subscribers and not monetization, ours opened up roughly about a week after hitting 1,000 subs even though we hadn't hit the 4,000 watch hours.
