Thumbnail Feedback Outline on Photos

Hello!
I'm looking to improve my thumbnails, and I see a trend is to put like a "glowing" outline around your pictures. Does anyone have an easy way to do this? Keep in mind I don't own Photoshop, or any paid editing software on my PC. If using an Iphone is possible, can you please let me know which apps.

Have you considered using GIMP? It's like Photoshop, but free. It's what I used before I switched over to Photoshop.

For the most part, it can do what Photoshop does, but with extra steps.
