The search results use more than just tags. Tags, title, description, and more give you the SEO you want. Plus, even once you get searched, it is up to the thumbnail/title to get the people to click.

Yeah, there are a lot of factors in search results. Tags are lower priority, I think, than titles and descriptions, and also the auto-generated text of your audio will be a factor, as well as what people have visited your video from other videos have done in terms of behaviors. So it's a complex mix, not a one-to-one ratio of tag choice and positioning.

Tags simply add search terms to rank for. Descriptions and titles give much more information so it helps a LOT with relevancy of a search term, but the search terms (tags) give something specific. Everything works together ;)

Tags are important, However, YouTube cares if your video is performing. This is based off our your channel average, and as well as other averages for the term you trying to rank for. Using that data, it then tries to rank your video appropriately. Title, description, and tags are all parts to a whole, so if your title and descriptions aren't that great, then your tags will do poorly, vice versa if your title and descriptions are great, but your tags are bad it won't work that well either. It's all a balance.
