It might just be a marketing email from them. Remember to check the email address to see if it's from the real Google/YouTube or if it's a scam email.

They usually send it to people that have shown interest in YouTube ads, but also could just be a general reach. Agreed with Ike, check if it's legit!
I'd be VERY careful about clicking anything on it. If it's just some general information with no link, it's just their way of saying "hey, this is an option if you want to market something"
BUT with the amount of scam emails going around now, even if it's a legit email I still personally wouldn't trust it.
